RED Arnel V. De Mesa

With his outstanding track record in rural development’s governance and valuable contributions to the advancement of technology in the agriculture sector, there is no doubt that Regional Executive Director Arnel V. de Mesa is one of the youngest and brilliant leaders in the agriculture sector. RED de Mesa graduated from Bernardo Lirio Memorial Experimental Science High School as batch Salutatorian in 1991.

He got his degree of Bachelor of Science in Agricultural Engineering from the University of the Philippines – Los Baños in 1996; joining the country’s top 10 engineers in the 1996 agricultural engineering licensure exam.

A few years after his graduation, RED de Mesa started working for the Department of Agriculture; taking on various roles since the start of his career such as Deputy Program Director of the Mindanao Rural Development Program (MRDP) and National Deputy Project Coordinator of the Philippine Rural Development Project (PRDP). These are both World Bank assisted projects initiated by the Department of Agriculture. The skills and expertise of RED de Mesa in the project development were further honed when he took up Country Project Implementation and Administration course at the Asian Development Bank. He also took up Project and Procurement Management course at the Asian Institute of Management and World Bank; establishing himself further in the field of project development.

RED de Mesa proved to be at the top management in rural development when he initiated the implementation of innovative and novel program management tools while in MRDP; leading the development of Applied Geo-Tagging Technology with the use of Information Communications Technology as improvement in project monitoring and evaluation. After its public introduction in 2011, the AGT was awarded by the National Economic and Development Authority in 2012 with a Good Practice Award. This initiative of RED de Mesa has pushed for greater accountability, transparency, and good governance in project implementation. In 2014, the Department of Budget and Management has incorporated the network mapping and geo-tagging of farm to market roads in the releasing of budget. Other government agencies are also using this as a major requirement for project implementation. RED de Mesa has received various recognitions for his notable contributions and impressive track record in rural development governance.

He was hailed as one of the Top 50 most influential individuals in Asia’s Unmanned Aerial System (UAS) Industry in 2015. He was invited as speaker during the Asia Geospatial Forum held in Kuala Lumpur, Malaysia in 2013. In addition to that, his paper was published in the Asia-Pacific Tech Monitor’s October-December 2014 issue. He also passed the Written Examination for Career Executive Service Professionals, landing in 10th place with a rating of 84.50 in 2013. His accomplishments as a dedicated government servant were made possible through the able support of his wife Melissa Lourdes and three children – Lissa Andrea, Luis Adrian, and Lorraine Anne.
